Summary

Clarifies that an Effect can run again during development for two distinct reasons:

  • Fast Refresh re-runs Hooks after a code edit.
  • React Strict Mode runs an additional development-only setup and cleanup cycle when enabled at the application root.

This retains the existing Fast Refresh guidance while helping readers diagnose repeated Effect setup and cleanup.

Fixes #5217.
